N. Korea Yields Slightly on Abductions
（ New York Times ）

North Korea said Friday that it would reopen an investigation into abductions of Japanese citizens, reversing its longstanding position that the issue had been settled.

In return, Japan announced that it had agreed to lift some sanctions imposed on the North for its nuclear program, including the ban on travel between the countries, but that more serious sanctions would stay in place.

The Japanese announcement, which followed two days of bilateral talks in Beijing this week, was the first sign in years of even a slight thaw between the countries. Although both sides made very minor concessions, they offered a possible way to resolve the abductions dispute, which has long complicated the six-nation talks over the North’s nuclear weapons program and has strained the relations between the governments in Tokyo and Washington.

【 英語ってどんな海？ 】

というわけで今回は、拉致問題は進展するか？という記事からです。

英語は時間に厳密です。例えば、第1段落の最後には、the issue had been
settled. と過去完了が使われています。過去のある時点までの完了、継続、経験や、過去のある時点よりも前に起こったことを表します。

Before I went to the USA, I studied English.
（アメリカに行く前に、私は英語を勉強した）

Before I go to the USA, I am going to study English.
（アメリカに行く前に、私は英語を勉強するつもりだ）

どちらの文も前半は「アメリカに行く前に」と、まったく同じになっちゃいます。このようにしか訳せません。なんか不思議です。日本語はテンスが入り混じっても混乱しないんですね。

ちなみに、前者の文の後半は、ホントは had studied と過去完了形にしないといけないのですが、前後関係から明白なときはそのまま過去形でも構いません。そのへんは英語も融通が利くのですね。

settle は「据える、落ち着く、落ち着かせる」など色々な場面で使われますが、ここでは「（問題などを）解決する」

第2段落の文章は、Japan announced that・・・but that〜 という形です。最初の that 以下は、当然、発表（announced）よりも前に合意したことですから had agreed と過去完了が使われています。but that 以下は未来のことですから、would が用いられています。第１段落の最初と同じように、いわゆる時制の一致によって will が would に変わっているわけです。

この段落には政治記事に多用される単語がたくさん出てきます。「（持ち）上がる、上げる」の lift は、ここでは「（禁止、封鎖などを）解く、解除する」。ちなみに、イギリスでは「エレベーター（elevator）」を lift と言います。

sanction は「認可する、許可する」ですが、ここでは「制裁（措置）」。
impose は「（義務、負担、税金などを）課す」。ban は「（法律などによる公的な）禁止」です。

北朝鮮当局は金曜日、日本人拉致問題の調査を再開すると発表、問題は解決済みとする長年の姿勢を転換した。

日本側はその見返りとして、両国間の往来の禁止など、北朝鮮の核計画に対して課してきた制裁の一部解除に合意したと発表したが、その他の実質的な制裁措置については今後も続けていくとしている。

今回の発表は今週、北京で行われた日朝協議を受けてのもので、ここ数年来の両国間において初めての雪解けの兆しとなった。両国が示した歩み寄りは極めてわずかなものだが、拉致問題の解決に向けて能うかぎりの方法が提示された。拉致問題によって、長らく北朝鮮の核兵器開発計画をめぐる6か国協議は難航し、日米政府間の雰囲気も張り詰めていた。
